New MCMC Regulation to Cap SIM Card Registrations at Two per Telco

The Malaysian Communications and Multimedia Commission (MCMC) is updating its telecommunications service guidelines, introducing a major change that will limit Malaysians to a maximum of two SIM cards per telecom provider.
Currently, Malaysians are allowed to register up to five SIM cards with each telco, but under the new rule, expected to take effect by early 2026 that limit will be reduced to two per provider. For foreigners and tourists, the restriction will be even tighter, with a total cap of two SIM cards across all networks.
The move aims to curb misuse of mobile services, particularly in cases involving fraud and digital scams, which often rely on multiple prepaid SIM registrations. The new regulation will apply only to individual users, while companies and enterprises will be exempt from the limit.
Additionally, the government has previously announced plans to implement prepaid SIM registration using MyDigital ID by late 2025, which will further strengthen identity verification and security across Malaysia’s telecommunications ecosystem.
